Levy Proposals 2026 – 2028: what do employers think?

Following last year’s Consultation and with Consensus due to start in March, we spoke to some CITB Board members and Levy Strategy Committee members to hear their views on the 2026 – 2029 Levy Proposals.

The Levy Strategy Committee (LSC) represents the views of industry across all three GB nations in shaping the 2026-29 Levy Proposals. While the Committee develops proposals, CITB Board members are responsible for governance, strategic direction and monitoring business performance and ultimately approving the Levy Proposals.

“CITB help us as a business to identify and upskill employees within the industry, allowing greater insight and understanding on the development of our valued workforce. Grants and funding accessible to us as a Levy-registered employer are critical investments in our people.

I joined the CITB Board four years ago because I am passionate about bringing new people into this fantastic industry. I want to help raise the profile of construction, help close the skills gap, and ensure we have a safe, competent workforce for today and the future.

I also wanted to give the young people of today a voice around the board room table and improve how we attract those people to our sector using better, more advanced modern ways to communicate.

Consultation and Consensus are an important part of the CITB cycle. It allows us to listen to employers to really understand and get to grips with what is going well and how we improve. CITB is a brilliant organisation that works hard to fulfil its purpose, but we cannot achieve it alone. We need the support and voices of the employers across our industry.

With a unique perspective on Levy, gained through actively engaging with all levels of companies that pay Levy and access CITB grants, I decided to join the LSC as it allows a viewpoint from different members and potentially opinions that aren’t voiced or fed back directly.

CITB impacts the industry in many ways, but for me it has created an incentive and promotion of training within the construction industry. Backing schemes to enable businesses to focus on the learning and development of their workforce and enable them to achieve what they set out to.

As a member of the LSC and working on the current Levy Proposals, we have discussed the various rates of Levy and companies that are in scope, as well as those that may not be paying Levy such as labour supply, so that it levels out the playing field with regards to percentages paid.

We want industry to work together and agree on a just and fair system for CITB from small businesses and up to the large contractors. Industry needs to be at the forefront of this as they’re the key element of the system and how it works for all involved.

I decided to join the Levy Strategy Committee to ensure the Levy remains fit for the 21st century and to try and help modernise its structure. CITB’s impact on the industry is massive. They oversee qualifications, award grants to offset training costs and deliver apprentice grants. Without CITB, our construction industry would be a much less qualified and a much more dangerous industry to be in.

When we discuss the Levy at the LSC, we look at the potential impact to industry - both in terms of cost and its ability to incentivise training. The Levy drives the industry towards becoming safer, more efficient and better training.

The effects of the Levy are wide-reaching, helping thousands of construction workers gain qualifications at a significantly reduced cost compared to funding training independently Overall, the cost of the Levy is small and if you train you will see the benefits of the Levy.
