The RoofCERT programme (competence framework for the roofing sector) run by NFRC was funded by CITB for 5 years; with the original agreement ending in July 2023. The project brought together a cross-industry partnership to create and direct a unified National Workforce Development programme. It established and promoted industry wide standards for all roofing disciplines through an "Accredited Roofer" programme with the aim to act as a skills baseline for the sector.

This contract will provide the funds to allow 469 individuals who had commenced the training under the previous contract to complete their RoofCERT accreditation.

This project aims to address the current skills gap and increase uptake and retention in all three roofing disciplines: (Slating/Tiling, Sheeting/Cladding, and Waterproof Membranes). This project will deliver specialist apprenticeships and pre apprenticeship study programmes and train skilled roofers to become competent tutors/assessors to ensure valuable skills and knowledge is passed on to students and apprentices

Following market research and employer consultation to identify key areas for support, this project will allow students to experience all roofing disciplines prior to committing to an apprenticeship, to best understand where their skillset is suited and to ensure the apprenticeship is right for both the student and employer from the outset.

The recently published Construction Skills Network 2023 – 2027 data shows a continuing demand for roofers in the Homebuilding Sector. It is estimated that industry needs 690 additional roofers per annum.

The Roofing Masterclass programme follows the success of an existing masterclass programme which delivers short brickwork training sessions which contributes to a reduction to defects in new homebuilding. CITB are expanding this approach to include roofing.

We are committed to promote roofing as a skilled, professional sector within the wider construction industry. The careers service is completely free to use (for members and non-members) and is a valuable and evolving resource for Young People, Employers, Parents and Career changers to come together in one place for careers information, guidance and signposting.
Once a new entrant has secured employment, challenges that cannot be immediately addressed can be managed through the ECO project, using the individual learning plan’s agreed support and actions, with tailored support provided by NFRC (including facilitating referrals to the employees’ barrier-specific support agencies including our free counselling services or free legal, tax and HR support service provided by ARAG) to support both the employee and their employer.
NFRC would brief the employer on buddy requirements (individual identified for this role as soon as possible – ideally during the recruitment of the employee). Once the buddy is identified, NFRC will brief the buddy and ensure that they are fully committed to delivering their responsibilities and are aware of their involvement requirements. "

It will establish and promote industry wide standards for all roofing disciplines through an "Accredited Roofer" programme that will act as a skills baseline for the sector and that will professionalise the industry.

The project will provide a further Basic competency Programme assessment for those who have already completed the Basic Competency Programme. This extra assessment is designed to identify whether further training is required, and to what extent it is required in order to secure a formal qualification. The existing training manual will be revised and updated to incorporate all revised and new training content.

The project will develop an introductory 1-day course and Specialist Accredited Programme in structural waterproofing.

Courses will be developed, piloted and added to the PCA portfolio and promoted to membership and wider industry to raise awareness of the course and ensure take-up.

Build the skills capacity of the roofing sector by creating new on-site assessors and delivering vocational qualifications to address the skills shortage.

The project will train in-house NVQ Assessors to assess employees within their own organisation in five key trades. Fineline Carpentry will pilot this approach and seek to encourage other employers to join and repeat this approach. It will initially address these issues for the consortium members. The intention is to develop the model and extend its usage to Plymouth, Devon and South West.

The project will deliver a range of training and development interventions. The aim of this project is to deliver skills to construction firms working on Sherford Town which is being built outside Plymouth. This new town build is putting pressure on traditional house-building occupations in the area.

It requires specific skills due to the specialist building techniques being used on the site. These specialist skills include: English Bond Bricklaying, Traditional roofing Styles, Sash Windows, Dry Lining and Sealant operatives.

After the project, the local workforce will have been skilled to deliver the unique construction methods required to deliver a keystone regional project. Ex-military will have been given a pathway into construction and the opportunity to secure work.
