Purpose/ scope
The purpose of this standard is to provide delegates with a basic understanding of the legislative requirements of CAR 2012 with reference to the duty holder
training delivered against this standard will not prepare candidates to carry out work with asbestos-containing materials
Scope:
- the properties of asbestos and its effects on health
- the types, uses and likely occurrence of asbestos and asbestos materials in buildings and plant
- how to avoid the risk of exposure to asbestos
- the general procedures to deal with an emergency, e.g. an uncontrolled release of asbestos dust into the workplace
- an overview of the requirements of the duty to manage asbestos in non-domestic premises as detailed in CAR 2012 regulation 4
- where the duty to manage applies, types of premises, rooms, common parts etc
- how to identify the duty holder
- responsibilities of the duty holder
- the different types of surveys and when these would be required
- the two types of surveys known as management surveys and refurbishment & demolition surveys
- a summary of how the survey in undertaken, sampling, analysis and the requirements on the duty holder to provide access to areas and their responsibilities to ensure their responsibilities are met under the health and safety at work act 1974
- an overview of the material and priority assessments used to assess the ACM’s
- overview the survey report and what to expect and how to understand the report provided with reference to conclusions and actions recommended by the surveyor
- the contents of an asbestos management plan and how it should be used in the workplace
- defining work with ACMs that are non-licensable and licensable (including NNLW)
Learner pre-requisites
There are no delegate pre-requisites as part of this standard
Instruction/ supervision
As a minimum, course instructors must be able to demonstrate that, in relation to this standard, they have:
- an award in education and training (or equivalent, as per requirements for approved training organisations)
- successfully completed training to this standard
- at least 3 years relevant industrial experience
- a verifiable CV
Delivery
All materials and equipment must be of a suitable quality and quantity for delegates to achieve learning outcomes and must comply with relevant legislation
the class size and delegate/trainer ratio must allow training to be delivered in a safe manner and enable delegates to achieve the learning outcomes
the following delivery methods may be used in the delivery of this standard:
- classroom
this standard is predominantly theoretical training
this standard is considered to be set at an intermediate level
Assessment
Formal assessment
for the successful completion of training, delegates must complete an end of course knowledge test that measures all learning outcomes and has a pass or fail criteria
where this training is assessed using multiple-choice questions, a minimum of 10 questions must be asked and delegates are required to achieve an overall pass mark of at least 80%
Quality assurance
Assured
quality assurance against this standard will require initial approval of the training organisation and their content mapped to the standard
CITB will also conduct an approval intervention, either desk-based or centre visit, to ensure the training organisation can meet the requirements of the training standard
approved training organisations (ATOs) will be required to present information on records of training and assessment upon request to CITB for desk-based analysis
they will also be visited annually by the CITB quality assurance team.

Learning outcomes to be refreshed
The learner will be able to:
- identify the properties of asbestos and its effects on health, including the increased risk of developing lung cancer for asbestos workers who smoke
- list the classes, uses and likely occurrence of asbestos and asbestos materials in buildings and plant
- outline how to avoid the risk of exposure to asbestos
- identify the difference between licensable work and non-licensed (notifiable and non-notifiable) work
- outline the general procedures to deal with an emergency, e.g. an uncontrolled release of asbestos dust into the workplace
- outline the requirements as set out in CAR 2012 regarding responsibilities of the duty holder
- outline the requirements for asbestos surveys and different types of surveys
- outline the results of an asbestos survey and how to decipher the information contained within the asbestos survey report
- describe the need for an asbestos management plan and its use
